This guy is so fond of the weed he could almost be in NOS. I'm pretty sure he's told them things he shouldn't have in return for special consideration regarding his needs. He's in a position of power, his radio station is listened to quite widely in Kidnred society, if only the kine knew what he was saying. most of his show in insensible gangster rap, but his talking segments are full of good information.

His club is particulary well frequented by those enjoying rap. it's well enjoyed as a feeding spot by those enjoying the taste of narcotics in their system. He's supplying a niche need.
